We have 25 floating license for using Xilinx ISE (any version starting from 12.1 to 14.1) and Vivado 
It supports 1 license for partial reconfiguration.
It is a floating license and hence you should be able to ping to 10.208.22.170 for software to work.

The ISE (12.1 to 14.1 versions) can be downloaded and installed from the Xilinx website (or OUR CSE IITG Repository  https://repo.cse.iitg.ernet.in/)

Installation of license
1. Run the Xilinx License Configuration Manager (XLCM).
2. From the Acquire a License screen of the XLCM, click the ‘Manage Xilinx Licenses’ tab.
3. On the Manage Xilinx Licenses tab, enter the network path to the license server in the
  port@server format into the XILINXD_LICENSE_FILE field, and press the Set button  next to it. The default Xilinx port number is 2100.
